James Robert “Bob” Cain

James Robert “Bob” Cain, 91, of Berryville, VA passed away on Friday, May 31, 2019 surrounded by his family.

He was born May 5, 1928 in Downingtown, PA to parents Joseph Oswald and Pauline Marie Cotter Cain. He was the City Manager and City Treasurer of Charles Town, WV for 20 years.

He was a 1946 graduate of Charles Town High School and attended West Virginia University and Shepherd College. He owned and farmed 443 acres in Meyerstown, WV for 15 years before being appointed by the Governor to serve with the West Virginia Department of Highways as the Road Supervisor for Jefferson County. He had a long career of public service and worked for the City of Charles Town for over three decades. Prior to serving as City Manager, he was the Superintendent of Municipal Works and Manager and Operator of the Water System.

He was the Director and President of the Jefferson County Fair Association for 20 years. He also served as the Director of the Jefferson County Farm Bureau and the Chairman of the W.Va. Section of American Water Works Association. He was a founding member, Director, and Secretary of the Jefferson County Economic Development Corporation (JEDECO, Inc.).

Bob was a former member of several organizations, including the Jefferson County Chamber of Commerce, the West Virginia Municipal League, the Water Pollution Control Federation, and the Jefferson County Jaycees. He received many accolades during his storied career including The George Warren Fuller Award in 1993 from AM Water Works Association. Upon his retirement, the City of Charles Town celebrated his service with “Bob Cain Week” from June 20-26, 1993.

Bob was blessed with two great loves. He married Constance Goode Cain in 1950. They were married for 41 years until her death in 1991. He remarried in 1997 to Edna Omohundro Cain. They were married until her death in 2006.

In 2011, he sold his childhood home in Charles Town and moved in with his son and daughter-in-law in Berryville, VA.

He was preceded in death by his two older brothers Dr. Joseph O. Cain and W. Paul Cain. He is survived by his three children, James Robert Cain Jr. and wife Sherry Cain of Bolivar, WV, Lisa Cain Curran and husband Christopher Curran of Berryville, VA, and John Joseph Cain and wife Barbara Cain of Berryville, VA; his three step-children from his second marriage, Kenneth T. Markley and wife Lee Markley of Chesapeake, VA, Kathryn Markley Davis and husband Tony Davis of Austin, TX, and David R. Markley of Wakeman, OH; his grandchildren, Jeannie Whetsell, Tony Henry, Samantha Carson, Terrance Curran, Sarah Cain, and Connor Tavenner; and many great-grandchildren and great-great-grandchildren.

The family would like to thank the staff and residents of The Retreat at Berryville for giving him a nurturing home for the last few months of his life, as well as Lynn Care Rehabilitation Center and Blue Ridge Hospice for their dedicated care.

The family will receive friends from 6:00 to 8:00 PM on Thursday, June 6 at the Melvin T. Strider Colonial Funeral Home in Ranson, WV.

A private service will be held for the family at a later time.
