The Jefferson County Commission proposes to select nominees to potentially serve on the following Authorities, Boards, Commissions, or Committees on Thursday, October 20, 2022, or as soon thereafter as the Commission may decide:

 CHARLES TOWN UTILITY BOARD

 Upon approval of the Ordinance authorizing the acquisition of the Jefferson County Public Service District sewer system, including the real and personal property, the Utility Board will continue to be comprised of five (5) members, each of which shall be appointed by the City Council. With respect to one (1) member of the Utility Board, the City Council will consider the recommendation of the County Commission for the individual to serve on the Utility Board as follows:

 a) The County Commission shall have the right to nominate not more than three (3) individuals to serve as a member of the Utility Board, each of whom shall satisfy all of the following criteria:

(1) Resident of Jefferson County, West Virginia

(2) Customer of the Charles Town Utility Board served by the Assets of the former “District Sewer System,” or extensions thereof; and,

(3) Customer of the Charles Town Utility Board paying the same prevailing sewer rate charged to the customers of the former “District Sewer System”

2022/2023 Snow Removal 

September 27, 2022 

The Jefferson County Parks & Recreation Commission (hereinafter referred to as JCPRC) requests proposals for Snow Removal. Proposals will be received in the office of the JCPRC, located at 235 Sam Michaels Lane, Shenandoah Junction, WV 25442 until 12:00 pm 10/28/22. 

The successful proposer (hereinafter referred to as “Contractor”) shall furnish materials, equipment, and labor necessary for performing all work associated with snow removal at JCPRC Facilities named in this RFP. 

The Request for Proposal is available at www.jcprc.org, by calling Jennifer Myers or by email request made to jmyers@jcprc.org. JCPRC reserves the right to reject all Bid Proposals, in part or in whole, and to award the Bid to the most responsive and responsible Proposer as deemed in the best interests of JCPRC; further, the right is reserved to waive any formalities or informalities contained in said Bid Proposals. 

SCOPE OF SERVICES 

The successful Contractor shall provide all materials, equipment, and labor necessary to perform the services noted in this Scope of Services. 

SNOW REMOVAL: By 9:00 AM each snow event occurring Sunday through Saturday, the contractor shall remove snow from the Jefferson County Community Center Parking Lot, Sam Michaels Park roads, and all sidewalks abutting the Community Center when it reaches a depth of 3” or more. 

In the event that snow continues to fall throughout the day, the contractor shall monitor the snowfall to determine if additional plowing and/or shoveling is required and inform JCPRC of the need to do so. 

RECORD KEEPING: The Contractor shall keep and maintain records which will enable JCPRC, as well as the Contractor, to ascertain and determine clearly and accurately the sites that have been plowed or shoveled. The method of record keeping shall be provided by the Contractor and approved by JCPRC prior to beginning the contract. Records shall conform to all applicable federal, state, and local regulations. 

The work shall be performed in accordance with all federal, state, and local requirements. The Contractor shall obtain all necessary licensing and shall monitor and perform required regulatory agency reporting associated with the work. 

INSURANCE: The Contractor shall provide proof of Worker’s Comp insurance, as well as General Commercial liability insurance covering owned-auto liability, as well as property damage liability (one-million-dollar single combined limit). The contractor shall provide a Certificate of Liability Insurance (COI) naming JCPRC as additionally insured. 

ADDITIONAL SERVICES: JCPRC may, in its discretion, request additional services be performed by the Contractor of the type provided for in the Contract. Such additional services shall be documented and billed to JCPRC.

Bids for Snow Removal

The Corporation of Harpers Ferry is currently seeking snow plowing/snow removal bids for the 2022-2023 season.

Bidders must be licensed and insured in the State of West Virginia and must obtain a business license with the Corporation of Harpers Ferry.  Bidders must be able to respond after an accumulation of 2 inches of snow and continuing per storm and, in a timely manner, to deal with spreading of salt during ice accumulation.

Bidders must be capable of plowing snow and clearing all streets within the Corporation; removal of snow from the sidewalk on Washington Street through High Street and on Potomac Street; and include with the bid a street clean up sweep at the end of the season.

A list of all equipment and hourly rates shall be included with the bid proposal, including salt spreading equipment, sale, and aggregate costs.

The Jefferson County Board of Education is seeking to hire contract services for a Clerk-of-the-Works for the new construction of Ranson Elementary School SBA Project.

Responsibilities: Observe and monitor work being performed by contractors at the construction site in accordance with the construction contract documents and SBA (School Building Authority) guidelines. Attend all project meetings as the Owner’s Representative, monitor construction progress and maintain all records as directed by owner.

 • Minimum Qualifications:  Applicants should possess experience with all aspects of commercial (residential acceptable) building projects with emphasis on school construction. Background in overseeing school construction preferred.  Experience with WV inspection code and standards in commercial or industrial construction a plus. Individuals must have a comprehensive knowledge and understanding of all phases of non-residential (residential acceptable) construction and be capable of evaluating construction.

Three-years practical experience as a supervisor, foreman or clerk-of-the-works for non-residential construction projects is preferred.
