SNOW REMOVAL

PROPOSALS

The Independent Fire Company at 200 W. 2nd Avenue in Ranson is soliciting proposals for snow removal and ice control for the period of November 15, 2019 to March 15, 2020.

The contractor will be expected to keep the area in front of our equipment bays to Fairfax Boulevard passible 24 hours a day. In addition, the parking area on the 3rd Avenue side and the alley between 2nd Avenue and 3rd Avenue must be cleared for use as needed after the end of the snowfall.

The sidewalks around our building must be cleared within 24 hours after the snowfall has stopped.

Proof of insurance must be included with the proposal.

Proposals must be received by October 24, 2019.

PUBLIC MEETING NOTICE:

Supertane Gas / Charles Town Coal Tar Site

A public meeting will be held to present remedial information on the former Supertane Gas / Charles Town Coal Tar site (Site) on October 24th, 2019 at 2:00pm in the City of Charles Town Council Chambers located at 101 E. Washington Street, Charles Town, WV  25414.

The Site was entered into the West Virginia Voluntary Remediation Program (VRP) and assigned the identification number of VRP#13688.  The VRP applicants include:  City of Charles Town, 101 East Washington Street, Charles Town, WV  25414, Contact:  Daryl Hennessy; Evitts Run Conservancy, Inc., 101 E. Washington Street, Charles Town, West Virginia  25414, Contact:  William Warren; The Perry Family, PO Box 93, Charles Town, WV  25414, Contact:  Roger & Wanda Perry.

The Supertane Gas / Charles Town Coal Tar site is located at 520 W. Congress Street, Charles Town, WV  25414.

The current use of the Site is as a public park/green space and is part of the larger Evitts Run Park System.  The former use of the Site was as a manufactured gas plant (MGP) that was operated by the Charles Town Gas Company / Supertane Corporation from 1881 through 1953 when operations ceased.  

The property’s soil and groundwater beneath the Site was impacted with the following contaminants:  Polycyclic aromatic hydrocarbons (PAHs); volatile organic compounds (VOCs); and heavy metals; sediment in Evitts Run Creek was impacted by PAHs and VOCs, and Surface Water by heavy metals.  The Site was remediated by placing a geosynthetic membrane over the impacted areas of the Site to prevent contaminant exposure to the public in accordance with the Voluntary Remediation and Redevelopment Act, W. VA Code § 22-22, and non-residential exposure assumptions were used to comply with the site-specific remediation standard.  A human health and ecological risk assessment was performed that addressed the potential risks to on-Site construction/excavation/utility workers, and to recreational users of the park and Evitts Run Creek.  The results of the risk assessment show that non-cancer risks were below the WVDEP benchmark for the construction/excavation worker, and for both adult and child recreational visitors.  The potential cancer risk was below the WVDEP’s industrial benchmark for the construction/excavation worker indicating that the likelihood of potential carcinogenic effects would be negligible.  The potential cancer risks for the recreational adult and child were calculated to be 1 x 10-5 which exceeds the residential benchmark of 1 x 10-6; however, the Site is not residential and a land use covenant restricting residential use of the Site will be implemented.  As such, the potential cancer risks for the recreational receptors is considered to be within acceptable benchmarks.  Uncertainties are inherent in a quantitative risk analysis; however, the inclusion of Site-specific factors which the risk assessment incorporated decreases uncertainty, these include focused environmental sampling, identifying contaminants of concern, and the use of qualified data.   The conclusion of the risk assessment is that contaminants associated with the Site pose negligible potential risk for human health risk for the construction/excavation worker and the recreational receptors under current and anticipated future non-residential use scenarios.  The screening level ecological assessment concludes that while some contaminants are present above screening levels, the potential for Site-related adverse effects is considered to be minimal.
